As of July 11th 2015, anyone can apply for a new pleasure craft license on-line or transfer an existing license if you purchase that boat.  This new service  is available for the general public and for boat dealers though one website.

The licensing process was outdated and in need of an overhaul so I applaud Transport Canada for making this process easier for boaters.
